With reference to your letter No. 30808 of the
2nd instant, I am directed by Earl Curzon of Kedleston
to transmit to you herewith, to be laid before Viscount
Milner, a copy of the reply from the Department of
Overseas Trade which has now been received to the
letter from this Department of June 22nd, relative
to the exploitation of coal resources in Canton.
Lord Curzon notes that your Department are
obtaining the observations of the Governor of Hongkong
upon the subject of the above mentioned Foreign Office letter. In view, however, of the opinion expressed
by the Department of Overseas Trade and of the
statement in Mr. Alston's telegram of June 9th that
the Governor strongly recommended that support should be given to the Cassel-Ede syndicate, Lord Curzon proposes, subject to Lord Milner's concurrence, to
he Under Secretary of State,
authorise
Colonial Office.
